QLD: Brisbane to assist northern dengue battle

Brisbane City Council is sending environmental health experts to North Queensland to
help battle the region's dengue fever outbreak.

North Queensland is recording about 50 new cases of the mosquito-borne disease each week.

Cairns has logged 372 cases of dengue fever so far .. Townsville 62 .. and Port Douglas one.

The council officers will help with household audits .. education and mosquito control.

CANBERRA, Aug 5 AAP - The incidence of Type 1 diabetes in children could be stabilising,
according to a new report into the disease.

New cases increased at an average rate of six per cent a year between 2000 and 2004,
but the second half of the decade showed no significant change.

"These figures suggest the incidence of Type 1 diabetes in children is stable at present,"

said Anne-Marie Waters, from the Australian Institute of Health and Welfare.

"(However) while the results of the report are promising it is clear that there is
still much scope for improvement.

"Two Australian children are diagnosed with Type 1 diabetes each day."

Australia remains in the top 10 developed countries in the world with the highest rates
of the disease.

In total, there were more than 8000 new cases of Type 1 diabetes in children aged under
14 between 2000 and 2008.

Doctors don't know exactly what causes diabetes but say its rapid spread in recent
decades suggests environmental rather than genetic factors are at play.

Associate Professor Maria Craig, a pediatrician who specialises in diabetes at the
University of NSW, warns against reading too much into the AIHW's latest figures.

She says the apparent stabilisation could be due to natural variation.

"It would be wonderful if what we're seeing is a tailing off but only time will really
tell that," Assoc Prof Craig told AAP.

While it might be too early to confirm a plateauing, the latest figures do at least
indicate there hasn't been a spike in Type 1 cases.

"It is quite promising that we're not seeing an exponential trend that was reported
in Finland two years ago," Assoc Prof Craig said.

"They reported an ongoing upward trend over 40 years and then a more recent exponential
rise. It's very reassuring that we're not seeing that here (in Australia)."

Research suggests viruses, vitamin D deficiency and obesity are the most likely environmental
culprits for the growing incidence of Type 1 diabetes in recent decades.

An increasing obsession with hygiene means children's immune systems aren't as challenged
in their early years as they used to be.

A lack of vitamin D could also play a role, with children exposed to less sun by sun
smart parents.

There's also some evidence to suggest obesity in early childhood could stress insulin
producing cells, contributing to diabetes development.

Assoc Prof Craig says the possible stabilisation of new cases could be linked to changes
in environmental factors.

Vitamin D deficiency and increasing obesity can be ruled out though. They are influential
early in life so any change wouldn't have flowed through to diabetes rates yet.

"So it then comes to down to viruses," Assoc Prof Craig said.

"There could be an association with a decreasing prevalence of viruses that are known
to trigger diabetes."

BRISBANE, April 3 AAP - Queensland politics has become a battle between a dentist and
a social worker.

Newly elected Liberal National Party (LNP) leader John-Paul Langbroek and Premier Anna
Bligh are both experienced in helping people in painful situations.

Now Mr Langbroek, a Gold Coast-based dentist, has the opportunity to prove he has what
it takes to extract Labor from office.

The LNP's 33 MPs met on Thursday for the first time since the state election and narrowly
elected Mr Langbroek as leader, ahead of rival Tim Nicholls.

Three-time losing leader Lawrence Springborg, who stood down on election night, was
chosen as deputy leader in a move aimed at shoring up the regional vote.

With the election of Mr Langbroek, who has been in parliament for five years, the LNP
is banking on voters in crucial southeast Queensland seats warming to an MP from the booming
region.

The 48-year-old Gold Coast father of three faces a number of challenges.

The LNP is still a new enterprise, created from the merger of the Nationals and Liberal
parties only nine months ago through the sheer determination against the odds of Mr Springborg.

While Queensland voters have regained some confidence in the unity of the conservatives
- delivering the biggest anti-government swing in 14 years - the amalgamation alone was
not enough to convince them to throw out Labor.

Selling the LNP brand will be a key task for the new leader.

Another task will be to rid the conservatives of the old National Party legacies.

For many voters - thousands of whom have come from interstate and have no experience
of the National party in government or opposition - the Nationals are still equated with
the tainted era of Sir Joh Bjelke-Petersen exposed during the Fitzgerald inquiry.

With the elevation of a former Liberal MP to the LNP leadership, the evolution of the
conservatives in Queensland is well underway.

Another challenge for Mr Langbroek will be raising his personal profile.

Even Mr Springborg, who contested three elections as leader, had a relatively low recognition
factor - understandable in a state ruled by Peter Beattie for much of the past decade.

However, working in the LNP's favour will be several factors.

It is almost inevitable the electoral cycle will turn against a government in power
for more than a dozen years.

Declining economic circumstances are going to put the government under pressure, creating
disenchantment over job losses and extra demand for more services.

And the premier's decision to appoint eight new ministers raises the perils that come
with putting inexperienced heads in charge of complex government departments.

However, as the just completed election showed, Labor is a formidable machine.

The premier - a former social worker and bureaucrat - has got off to a strong start,
while the LNP has flailed about post-election without a leader.

In two weeks, she has put together a cabinet without a hitch, signed off on lobbying
reforms and laws to crack down on outlaw bikies and delivered on an AFL stadium for the
Gold Coast.

Health, which was a key issue in the election, was also put squarely on the agenda
with new minister Paul Lucas launching a two-month listening tour.

Finding ways to improve the state's 150-plus hospitals and make more than 60,000 staff
more effective will be crucial to Labor's strategy to retain government at the next poll.

Now elected in her own right, Ms Bligh is determined to set her own agenda post-Beattie.

As the new parliament - expected to include 52 Labor, 33 LNP and four independent MPs
- opens on April 21 all eyes will be on the two leaders.

The LNP will be bracing for strong results from Mr Langbroek, while Labor's welfare
will rest with Ms Bligh.

FED: Fairfax workers to return to work tomorrow

MELBOURNE, Aug 31 AAP - Striking Fairfax Media journalists in Victoria and NSW will
return to work tomorrow after an agreement was reached to end the standoff between staff
and management.

At union meetings held in Sydney, Melbourne, Newcastle, Wollongong and Canberra today,
journalists resolved to return to work tomorrow morning, as agreed last week.

Staff and management have been locked in an industrial dispute since last week, over
pay negotiations and job cuts.

Media, Entertainment and Arts Alliance (MEAA) spokesman Mike Dobbie said union members
today heard details of revisions to the company's enterprise bargaining agreement (EBA).

"They have all resolved, as they did back on Thursday, to return to work tomorrow commencing
at first shift Monday morning," he said.

"We await to see the formal offer for an EBA."

Mr Dobbie said the company had withdrawn threats to lock out members and to sue the
union and individuals for damages arising from the strike action.

Fairfax Media chief executive David Kirk did not deny the threats had been made.

"It is true to say we reserved all our rights legally and, while no final decisions
have been taken, we would clearly have acted in what we thought were in the best interests
of the mastheads and of the business as the situation evolved."

He said an in-principle agreement had been reached with union members at today's meetings
after minor adjustments were made to the EBA.

"All four of those meetings have voted overwhelming to accept the proposed EBA and
that will need to be formalised by a full vote of members during the week.

"Pending that, everyone will be back to work tomorrow morning and it will be business as usual."

Qld: Decorated police officer convicted of drink-driving

BRISBANE, Dec 21 AAP - A police officer who was more than three times over the legal
alcohol limit when he crashed his car was a diligent officer who had acted out of character,
a court was told today.

Senior Constable John Hutton, 34, registered a blood alcohol level of 0.176 after crashing
his vehicle into a parked car and a fence at Shorncliffe, in Brisbane's north, in the
early hours of December 17.

The father of three was off-duty and returning home from a charity barbecue when the
accident happened, Brisbane Magistrates Court was told.

Hutton told the arresting officers he had consumed "a few beers" before he got behind
the wheel, an act he said was out of character.

Court papers show Hutton, currently completing the last phase of a detective training
course, had previously been awarded a medal for ethical and diligent service to the police
force.

Magistrate Jim Herlihy disqualified Hutton's licence for 11 months and fined him $1,100.

Hutton still faces a Queensland Police Service disciplinary hearing over the incident.

BRISBANE, Feb 16 AAP - A 39-year-old man has been charged with rape two months after
a 64-year-old woman was attacked in her Queensland home.

The woman was sexually assaulted in her home at Julatten, in far north Queensland,
between 1am (AEST) and 4.30am on December 21 last year.

The man has been charged with four counts of rape, and one count each of assault with
intent to commit rape, sexual assault, deprivation of liberty, and enter premises with
intent to commit an indictable offence.

He will appear in Mareeba Magistrates Court later today.

SA: Obesity levels jump in SA

ADELAIDE, April 24 AAP - South Australians are getting fatter, with 20 per cent of
the state's adult population considered obese.

The state's health department has released the findings in its annual door-to-door
survey, which checks on the body mass index (BMI) of South Australians.

It found that the number of people with a BMI of 30 or more, to be classified as obese,
had jumped from 11.6 per cent in 1993 to 19.9 per cent last year, or more than 234,000
people.

Another 33 per cent of people were found to be overweight to some degree.

Health Minister John Hill said it was no surprise that obesity levels had increased
over the past decade.

But he said the latest survey also showed that all areas of the state had been affected,
not just Adelaide.

The increase meant that more people were at risk of serious health problems linked
to obesity including type 2 diabetes, heart disease, some cancers and sleep disorders,
Mr Hill said.

"There are social, economic and environmental factors that influence obesity, but many
South Australians can also take responsibility for maintaining a healthy weight through
exercise and good eating," Mr Hill said.

"It's well known that physical activity is not only helpful in controlling weight,
but can alleviate depression, help manage stress, strengthen self-esteem and boost mental
alertness."

A 51-year-old man has been killed in a motorcycle accident in southeast Queensland.

But his death won't be counted in the national road toll because it happened on private property.





The man was reported missing on Christmas Eve after failing to return home from a motorcycle
ride on his property at Mutdapilly .. west of Brisbane.

Police says his body and his bike were found yesterday at the bottom of an embankment.

Victoria is hoping that a $2.5 million community-based pilot program will more than
halve the number of expected cases of diabetes in the state.

Health Minister BRONWYN PIKE says the program will use local health staff to conduct
risk assessments and encourage lifestyle changes in those people at high risk of type
2 diabetes and those with symptoms of diabetes.

She says the incidence of diabetes has trebled since 1981, largely due to unhealthy
eating and little physical activity.

Broadband in the MENA region - Trends, Opportunities, and Challenges for Operators.

A new report by Booz Allen Hamilton has found that since 2003, the broadband environment in the Middle East and North Africa (MENA) region has experienced rapid change. With market liberalization, increased competition, and new network technologies, consumer demand for broadband access is rapidly increasing.

The study found that most MENA countries experienced double or triple-digit growth rates in broadband subscribers in 2006, resulting in significant opportunities for telecommunications operators. At the same time, however, operators face difficult marketing, technical, and operational decisions.

"The broadband environment is changing, and operators will face challenges in finding the right answers to complex service differentiation questions - in selecting the most favorable network technology options, and in building the optimal customer service model going forward," commented Ghassan Hasbani, a Vice Principal with Booz Allen Hamilton.

Good News for Regional Broadband Players

Telecom operators in the MENA region have had unprecedented growth since 2005 with broadband penetration estimated at 1% of the total population in 2005. Broadband potential in the region is hampered by late market liberalization, poor infrastructure, and high prices.

"Despite these factors, the region's number of broadband subscribers is expected to more than double over the next three years, largely because of the increasing availability of broadband access channels, reductions in cost, and the enormous demand for broadband content. In 2006, the number of broadband subscribers in the region experienced double- and triple-digit growth rates," said Hilal Halaoui, a Principal with Booz Allen Hamilton.

Telecom operators are positioned to take advantage of this shift. Although broadband access could be provided via different technologies, the vast majority of broadband access in the MENA region is expected to be delivered through DSL--that is, through the wires of local telephone networks--providing a semi monopolistic opportunity for regional telecom operators.

Solid Growth Drivers for Broadband

Five key factors are driving increased demand in the MENA region for broadband:

1. Greater Availability of and Demand for Digital ContentOver the past decade, satellite TV services have proliferated in the region, as opposed to traditional state-run television, causing a surge in the creation and distribution of various types of content including entertainment, educational programming, news, and sports.

2. Burgeoning Youth MarketIn the MENA region, the population is young, with 33 percent under 12 years old who are generally technologically savvy. Most have grown up with the Internet; and expect to receive high-quality digital pictures on satellite television and high-quality sound from their MP3 players. These are the consumers driving the adoption of broadband in the region.

3. Increasing Regional ProsperityThe region is an emerging market, with many countries liberalizing what were traditionally government-controlled sectors of the economy.

"Rising oil prices, an abundance of natural resources, and an upsurge in investment have raised the living standards for many. For the wealthy, services once considered luxuries like broadband, are quickly becoming "necessities." "As more countries in the MENA region move toward a competitive structure, more opportunities will become available for ISPs and operators with global presence, to share in the local broadband market," stated Halaoui.

5. Network Technology AdvancementsIt is becoming more possible to provide high-speed broadband economically, using different technologies as network technology improves, reducing the barrier for entry into the broadband market to new operators and making the market increasingly profitable for current operators.

Future Broadband Challenges and Strategies

As broadband subscribers in the region continue to grow, operators are expected to face a new set of challenges:

Marketing and Differentiation Factors

"Offer[logical not]ing high-speed Internet access will become an essen[logical not]tial qualifier for any operator in the market, causing prices to rapidly decrease. Operators will likely shift mar[logical not]keting emphasis away from speed and price, and begin differentiating services from their competitors', based on other elements," stated Hasbani. Differentiating elements are observed in the marketing strategies currently adopted by international telecommunications operators, and can be classified under three main groups:

1. Offering Value-Added Services that Fall Outside the Realm of Traditional Internet Services."Marketing schemes that focus on value-added services emphasize a rich set of features that come packaged with standard broadband service," said Halaoui. "Multiple email addresses, web site hosting, partnerships with content providers that offer music, video, news, sport events, educational features, and radio stations and Voice over Internet Protocol (VoIP), are just a few of the services on offer," he added.

2. Exploring Pay-As-You-Go Schemes Targeted at Lower-End Users.Operators are also segmenting the market by reaching out to low-end users. Some operators are offering pay-as-you-go plans that mimic those that mobile service providers originally and successfully marketed to low-end users.

3. Offering Guaranteed Quality of Service.Telecom operators now have the ability to guarantee quality of service for premium customers, as opposed to the "best effort" level of service offered by most providers. These services allow operators to promise users that their applications, VoIP conversations, or online gaming sessions maintain a flawless connection--even if the user started to download a large file, for example.

Technology Choices

"In addition to marketing and differentiation challenges, regional operators are facing key challenges in terms of broadband technology choices," continued Hasbani. "The richer the services and applications offered by broadband providers, the faster and more reliable their broadband connection must be," he added. The question for many telecommunications operators remains, which technology is best?

"If customers are located in close proximity to an opera[logical not]tor's exchange, and the copper wire connecting the customers to the exchange is of suitable quality and length- DSL may be the best option," commented Halaoui. In terms of fixed technologies, asymmetric DSL2Plus (ADSL2+) is being championed as the next-generation DSL solution, under which operators hope to achieve speeds of up to 24 megabits per second (Mbps). In order to limit the negative effects of factors such as loop length and limited network infrastructure, many operators are considering an xDSL solution--which combines ADSL2+ with "fiber to the node.

"There is potential for FTTP to reduce operating costs associated with the access network in the long term by simplifying the access network. In addition to fixed technologies, nomadic and mobile technologies--such as WiMAX and EV-DO--are evolving to the point where they can provide high speeds in an economical manner," added Hajj. "Mobile technologies offer "wireless anywhere" broadband connections that are maintained while a subscriber moves from cell to cell through the service area. Operators worldwide are beginning to seriously consider using these technologies to complement, or even replace, their fixed technologies."

Customer Service Models

As Internet and broadband use becomes wide[logical not]spread, installation becomes more straightfor[logical not]ward, with simple self-installation kits and checklists available for new subscribers. As broadband use reaches beyond tech-savvy early adopters to the mainstream public, fewer new customers will be technologically adept, and operators will consequently be less able to rely on them to facilitate installation and troubleshoot problems. Higher levels of customer service must be backed by responsive customer call centers.

"Another way to improve customer service is to adopt remote methods for managing Customer Premises Equipment (CPEs), giving broadband service providers visibility into, and control over, home networking services. Such services greatly reduce operators' support costs, as well as customer downtime and frustration," said Halaoui.

"Customer service should be viewed as a core function for all broadband providers--even those operating in regions that traditionally lacked a service-oriented culture," concluded Hasbani.

Demand for broadband is growing in the MENA region, and there are numerous opportunities for telecommunications operators to capture a share of the market. In order to successfully do so, operators have to consciously make a set of decisions in a number of key areas, to ensure they capitalize on the opportunity.
